ARROW (Asian Pacific Resource and Research Centre for Women), a non-profit women’s NGO is seeking candidates for the post of Programme Manager. The Programme Manager is responsible to provide planning and management support to the development, implementation and evaluation of effective, timely and appropriate projects within the programmes.

Based in Kuala Lumpur, Malaysia, ARROW has been working since 1993 to champion women and young people’s sexual and reproductive rights in partnership with women’s rights organizations, youth-led and youth-serving organizations, and NGOs working on gender equality and sexual and reproductive rights.
Role Context

Responsibilities
- Lead programme planning and management, ensure high quality implementation of projects/ Programmes and facilitate effective planning, monitoring and evaluation of programmes and projects.
- Ensure quality and regularity of programme due diligence mechanisms: annual programme advisory committee meetings as well as organizational and donor reports.
- Implement, monitor and evaluate projects effectively for ARROW. Each programme involves multiple projects funded by different donors.
- Manage and monitor progress of the programme activities under this programme of ARROW. Ensure deliverables are on time and of quality.
- Develop, maintain and strengthen partnerships, movement and networks by providing information, cooperating or giving other forms of relevant support.
- Conduct activities and events to reinforce and enhance effective partnerships.
- Identify advocacy opportunities in the region and globally in relation to programme specific issues and ensure high quality development and implementation of programme advocacy plan.
- Provide technical assistance for the articulation of issues at the national and regional levels by providing regional and global context analysis.
- Build alliances, sustain partnerships to contribute to the development of constituencies objectives of ARROW.
- Provide close supervision and mentorship to the respective senior/programme officers.
- Lead, as relevant, evidence generation, research and monitoring and development of evidence-based knowledge products, research reports and monitoring reports
- Contribute to the ARROW management team and assist the Programme Director, Deputy Executive Director and Executive Director in the development of the organization.
Experience and Skills
- Minimum 6-10 years’ experience in a management role ideally with a regional or international organization.
- A minimum of a Master’s degree in relevant disciplines.
- Has experience of movement building and sustaining.
- In depth understanding of SRHR, gender, feminism, and human rights and knowledge and familiarity with development issues in the Asia Pacific region.
- Expert in using a rights and justice framework, and is well versed in commitments made within international human rights instruments such as but not limited to ICPD PoA, Beijing Platform of Action SDGs, CEDAW and UPR.
- Experienced in managing or sustaining regional, global networks and movements.
- Excellent written, verbal and presentation skills (fluency in English is essential; knowledge of other UN languages and key Asia-Pacific languages a plus).
Additional Requirements
- Passion for, commitment to, and strong understanding of sexual and reproductive health and rights issues, as well as women’s rights and gender studies, human rights and/or related fields; in particular, expertise on universal access to SRHR and on religious fundamentalisms’ impact on SRHR is highly desirable.
- Has worked in and has knowledge of the socio-cultural-economic-political context of the Asia and the Pacific region
- Excellent planning and organizational skills; is flexible and can manage a periodic high workload; ability to multi-task, prioritize and meet multiple deadlines; can work effectively, efficiently, diplomatically and calmly in a multi-cultural environment; and can quickly understand and optimize new skills, processes and procedures.
- Creative thinker; enthusiastic, a self-manager, displays initiative, results-oriented, known for quality work, an information seeker, works with integrity.
- Excellent interpersonal, collaborative and team player skills, with ability to influence and negotiate; treats people with fairness and respect.
- Would be able to commit to staying and growing with us for a minimum of two years.
