Organization Overview

The Office of the Principal Scientific Advisor (OPSA) to the Government of India is looking for a dynamic and proactive Consultant Communications specialist to join our team in New Delhi. This is a full-time consultant role focused on advancing OPSA’s communications strategy, with a particular emphasis on science and technology.

Position Overview

As a Consultant Communications, you will support OPSA in executing its communication and outreach strategies. The role demands a proactive approach to stakeholder engagement, creative content creation, and the ability to convey complex scientific information to both technical and non-technical audiences.

Eligibility

Education: Bachelor’s or Master’s degree in Natural Sciences or Engineering, with experience in science/policy communication.

Experience: 2-3 years in a communications role, preferably within a government agency, academic institution, or R&D lab.

Skills:

  • Strong English language skills, particularly in science writing; fluency in regional languages is a plus.
  • Proficiency in content creation, including press releases, newsletters, and reports.
  • Understanding of the science, technology, and innovation (STI) ecosystem.
  • Experience in managing vendor deliverables and creating content for social media.
  • Basic knowledge of web technologies (HTML/CSS) is advantageous.
  • Bachelors or Masters in Natural Sciences and Engineering with a background and demonstrated experience in science/policy communication.
  • 2-3 years of communications experience, in a similar profile, preferably in a government agency or academic institution or R&D lab, dealing with S&T matters.
  • Demonstrated experience in drafting and developing communication outputs such as press releases, newsletters, reports, policy briefs etc
  • Ability to effectively manage multiple tasks, prioritise responsibilities, and meet deadlines in a fast-paced environment.
  • Effective communication skills for collaborating with cross-functional teams, and conveying technical information to non-technical stakeholders.
  • Good understanding of the broad science, technology, innovation (STI) ecosystem. Passion towards S&T policies.
  • Experience in managing vendor deliverables and ensuring alignment with project requirements and timelines.
  • Experience in producing short-form content and producing high-quality infographics and posters for social media dissemination.
  • Very good English language skills, particularly in popular Science writing. Fluency in regional languages is an added advantage.
  • Strong attention to detail and quality assurance skills for reviewing website content, ensuring accuracy, consistency, and adherence to Branding Guidelines.
  • Basic understanding of web technologies, HTML/CSS, and digital tools relevant to website management would be an added advantage.

Key Responsibilities

A. Content Creation and Communications (70%):

  • Implement OPSA’s communication and outreach strategy.
  • Coordinate internal communications and manage content within OPSA.
  • Lead the creation of OPSA’s Newsletter and Annual Report.
  • Prepare Press Releases and Social Media posts.
  • Provide editorial support across various OPSA deliverables.
  • Develop and execute a social media strategy to enhance OPSA’s online presence.
  • Monitor social media channels, adapting strategies based on trends and feedback.
  • Document and design communication materials for major events and initiatives.

B. Support for Digital Communication Services (30%):

  • Assist with vendor management for digital communication services.
  • Curate relevant news and articles on global science and technology matters for website updates.
  • Write and update weekly blogs and articles, engaging audiences with OPSA’s mission and initiatives.
  • Regularly update the Latest News and Press Releases sections of the website.
  • Collaborate with OPSA officials to ensure website content aligns with organizational goals.
