The positions are part of the Technical Support Cell (TSC) being established under the Pradhan Mantri Fasal Bima Yojana (PMFBY) — India’s flagship crop insurance scheme that aims to strengthen risk resilience in agriculture.

Project Background
Over half of India’s population relies on agriculture, engaging around 54.6% of the workforce, while 57% of rural households directly dependent on it. However, the sector faces challenges like small landholding, declining productivity, rising input costs, adverse impact of climate change etc. These issues contribute to declining farm income and a shrinking agricultural workforce, leading to social and financial repercussions that affect rural incomes GDP, and poverty rates.
The Government of India’s flagship schemes Pradhan Mantri Fasal Bima Yojana (PMFBY) and KCC/MISS are vital tools to strengthen the resilience of farmers. The schemes provide financial risk protection against natural calamities and catastrophic events for farmers. Additionally, to address agrarian distress, Kisan Credit Card/ Modified Interest Subvention Scheme (MISS) was introduced by the Government of India to provide affordable and hassle-free credit for farmers, ensuring continued investment into agriculture, supporting sustainable and climate adaptive agricultural practices and enhancing productivity.
Duties & Responsibilities
- Aligned with the Central PMU, develop and implement state-level communication strategies, advocacy initiatives, research, capacity-building programs, and outreach efforts to enhance stakeholder engagement and increase scheme awareness in the State.
- Co-ordinate and liaise with key stakeholders, state agriculture department, training and research institutes, banks, insurance companies etc and manage partnerships, while ensuring day-to-day management of the project. Ensure timely and effective grievance redressal.
- Assist in the identification and generation of management information and statistical reports, through data analysis, for management/decision-making at the state levels.
- Regular monitoring and moderation of data/content provided by state agencies to maintain accuracy and compliance with scheme guidelines and support data-driven decision-making.
- Prepare comprehensive quarterly/annual reports, including progress updates, impact assessments, case studies, success stories, and other relevant documentation for the project.
- Organize training workshops/seminars/webinars/knowledge sharing etc to build the necessary capacities of key stakeholders.
- Support any other task consistent with the level of post or assigned by the reporting officer/CPMU.
Required Qualifications
- Min. academic education – Masters/ MBA in Agriculture or equivalent with 2 years of experience after Masters or 4 years after Bachelors.
- Min. years of relevant work experience – Min. 5-6 year of experience working in the implementation and management of the state/national level projects.
- Desirable: Experience of working in Govt. Project/ Crop Insurance/ Agriculture/ Farming Sector will be added advantage.
Required Skills
1. Excellent knowledge of IT/computing skills (minimum: Microsoft Outlook, Word, Excel, PowerPoint)
2. Experience in the design and implementation of awareness/education and training programs for farmers
3. Demonstrated skills in building, mobilizing, and connecting with a wide range of stakeholders
4. Relevant experience of working with government/international/ Public Private agency funded projects in the insurance sector
5. Experience in implementation of learning management systems, e-learning technology and content development for capacity building initiatives
6. Knowledge of agriculture insurance and credit and other such government schemes
7. Willingness to travel
Required Language
Hindi, English and working knowledge of the regional language/s as per the state in which she/he is stationed.
